Malta

Under the Malta Remote Gaming Regulations, there are four classes by which an operator may be licensed (Class 1 – Class 4).

Class 1 Remote Gaming Licence – applies for gaming operators who offer games based on recurring events; the risk is managed by the gaming operator. This type of license is mainly for casino table games, lotteries and slots.

Class 2 Remote Gaming Licence – the license covers operators who manage risk based operations and covers the traditional fixed odds betting and some forms of pool betting events.

Class 3 Remote Gaming Licence – this license is for operators who organise player to player games but they do not participate in the risk and receive only a commission. This license is suitable for betting exchange providers, pools and poker rooms.

Class 4 Remote Gaming Licence – this license is for software providers who host and manage many remote gaming operators having any class of the above; this is an option for the software provider in order to offer some benefits to its customers. They cannot participate in any risk, but they can receive a commission.

Any gaming or betting operator using a vendor with its Class 4, can obtain a Class 1 or Class 2 on Class 4, respectively. There are several advantages of using its license over Class 4. For more information, please contact us.

Application for License can take 6-8 weeks.

There are countries where Malta license is not recognized or is not allowed to be used. For example, Italy, Portugal and Cyprus allow betting only via their own licenses as they have their own gaming authorities; some of these countries developed policies and legislation to filter and block any abroad gaming sites.

Cyprus

If you are a betting operator and wish to accept bets from Cyprus either via land-based shops or internet, then, since July 2012, the only way is to obtain a license from Cyprus. In July 2012, Cyprus has banned online Casinos and betting exchanges and forced the betting only via its own licenses.

A Cyprus License allows a betting operator to operate not only internationally but also in Cyprus. Cyprus is considered a huge market for every operator; some of the foreign betting companies claim that the new Cyprus law will cost them more than 6 million in their yearly profit.

Under the Cyprus new Legislation, there are two classes by which an operator may be licensed (Class 1 – Class 2).

Class 1 – for land based betting: this class grant the right to a bookmaker to operate via betting shops.

Class 2 – for internet based betting: this class allows a bookmaker to operate online.
